										<content:encoded><![CDATA[<p><em><strong>The Borno State Government has announced plans to shut down all Internally Displaced Persons’ camps within the Maiduguri metropolis by December 31.</strong></em></p>
<p>Governor Babagana Zulum disclosed this while addressing State House correspondents after a closed-door meeting with President Muhammadu Buhari, in Abuja on Friday.</p>
<p>He said the decision was informed by the recent improvement in the security situation in the state as well as the need to return the IDPs to their ancestral homes.</p>
<p>“I came to brief the president on efforts made by Borno State government in ensuring the return of Internally Displaced Persons to their homes.</p>
<p>“So far so good, Borno State government has started well, and arrangements have been concluded to ensure the closure of all internally-displaced persons’ camps that are inside Maiduguri on or before December 31,” Governor Zulum said.</p>
<p>According to him, the President had assured him of his support towards the move.</p>
<p>Meanwhile, Governor Zulum also announced that after nearly three years, the naval base in Baga has been reopened as part of efforts to boost security in the Lake Chad region.</p>
<p>He said he had informed the President that the Chief of Naval Staff had ensured the return of the naval base to Baga last month, requesting additional support from the President to appropriately deal with the rising number of ISWAP members operating in the southern and northern part of the state.</p>
<p>The Baga naval base was attacked by Boko Haram insurgents in December 2018.</p>
<p>The terrorists carted away a cache of arms and ammunition from the armoury, forcing Nigerian troops to withdraw from the region.</p>
<p>But in June, Governor Zulum urged the military to reopen the base saying it had become necessary to secure farmers in the Lake Chad region.</p>

										<content:encoded><![CDATA[<p><em><strong>Six women and nine children kidnapped in the North-East have escaped their captors, walking for six days through the bush to freedom, an official said Monday.</strong></em></p>
<p>The 15 hostages were seized separately from the farming villages of Takulashi in Borno state’s Chibok district and Cofure in neighbouring Adamawa’s Hong district several months ago.</p>
<p>Chibok was the scene of the 2014 abduction of more than 200 schoolgirls by Boko Haram which earned the jihadist group global notoriety.</p>
<p>Three of the hostages along with their five children were seized during a raid on Takulashi in October last year, while the other three with their four children were abducted from Cofure in May, according to Zuwaira Gambo, Borno’s women affairs commissioner.</p>
<p>The hostages, including an eight-month pregnant woman from Cofure, “trekked for six days” from Buni Yadi forest in nearby Yobe state to Damboa town in Borno, a distance of around 90 kilometres (56 miles), Gambo said.</p>
<p>“They have displayed resilience, trekking in the bush for six days,” Gambo said while presenting the escaped hostages to Borno state governor Babagana Zulum and Christian leaders.</p>
<p>It was not clear who kidnapped the women and children, but Buni Yadi is a known enclave for the IS-linked Islamic State West Africa Province (ISWAP), which split from Boko Haram in 2016 to become a dominant force in the region.</p>
<p>Zulum expressed delight receiving the hostages after they “fell prey to Boko Haram terrorists,” a name officials use for both groups.</p>
<p>“We thank God Almighty for rescuing and protecting you from the hands of terrorists,” Zulum said.</p>
<p>Boko Haram and rival ISWAP are notorious for kidnapping women.</p>
<p>They have been engaged in a 12-year old conflict that has killed more than 40,000 people and displaced around two million.</p>

<p>The governor also said he had never visited the suspended former Head of the Police Intelligence Response Team, who is an indigene of Borno State.</p>
<p>Zulum issued the disclaimer via a Facebook post on Wednesday. The statement was titled, ‘Zulum and Shettima did not visit Abba Kyari, aide clarifies’.</p>
<p>The statement signed by Zulum’s spokesman, Isa Gusau, noted that Zulum and Kyari had separately visited Shettima to wish him a quick recovery on June 30, 2021.</p>
<p>“Borno State Governor, Prof. Babagana Umara Zulum and his predecessor, Senator Kashim Shettima, do not know the residence of embattled DCP Abba Kyari, let alone visit him, Zulum’s spokesman, Malam Isa Gusau has clarified.</p>
<p>“Gusau said he resorted to issuing the clarification since Abba Kyari who promised issuing the clarification himself did not do so, more than four hours after making the promise to the spokesman.</p>
<p>“Gusau said a video in circulation was recorded by some associates of Abba Kyari at the residence of Senator Kashim Shettima in Abuja on June 30, 2021, when Abba Kyari paid an empathy visit to Shettima following (the) mischievous circulation of rumours that the Senator had died in the UK.</p>
<p>“Kyari himself had shared the same video on his verified Facebook wall on June 30, shortly after he visited Shettima.</p>
<p>“Kyari, who hails from Borno State and in Shettima’s constituency, visited the former Governor to wish him well like many others had visited the Senator during the time.</p>
<p>“Gusau released a video of some sympathizers who had also visited the Senator the same period, which showed the senator receiving them in his house, the same place being described as Abba Kyari’s house.</p>
<p>“Gusau also pointed observers to take note of the TV behind Zulum and Abba Kyari with a CNN breaking news on the release of American Comedian actor, Bill Cosby, which, as can be verified by anyone online, happened on June 30, 2021.”</p>

<p>The United States District Court for the Central District of California had accused Kyari, Hushpuppi and four others of fleecing the Qatari investor of $1.1m.</p>
<p>Kyari, who has 447,353 followers on Facebook as of the time of filing this report, had taken to the Blueville on July 29, 2021 to chronicle his denial against the allegations by the US court but he later deleted the post.</p>
<p><em>The PUNCH</em> had earlier reported that Kyari, who is wanted in the United States by the FBI, appeared before the Special Investigation Panel, headed by the Deputy Inspector-General of Police in-charge of the Force Criminal Investigations Department, Joseph Egbunike.</p>
<p>Kyari presented his defence to the SIP at the Force headquarters, Abuja, on Tuesday. The panel constituted by Inspector-General of Police, Usman Baba, is expected to probe Kyari and submit its findings to the IGP.</p>
<p>Also, the new Head of the Intelligence Response Team, Tunji Disu, a Deputy Commissioner of Police, resumed at the Guzape, Abuja headquarters of the unit on Tuesday.</p>
